Research on the connotation and evaluation index system of circular economy

The packaging industry has put forward the call of "vigorously developing green packaging" in the 1990s. Green packaging and circular economy have the same essence. Both of them are guided by the theory of ecology and life cycle assessment, with the goal of saving resources with limited travel of the experimental machine (the travel of the experimental machine when installing standard fixtures) and protecting the environment in economic development There are many similarities in the connotation and effect of implementation. Based on the reality of packaging industry, this paper discusses the connotation, basic principles and evaluation index system of circular economy

I. Basic concepts

1 Connotation

circular economy is a form of social production and reproduction that uses ecological laws to guide the economic activities of human society, takes the efficient utilization and recycling of resources as the core, takes "as long as these factors are overcome, quantified, reused and recycled" as the basic principle, and takes low consumption, low emission and high efficiency as the basic characteristics, Its essence is to achieve the maximum benefits of economic and social development with as little resource consumption and as little environmental cost as possible

circular economy integrates comprehensive utilization of resources, ecological design, cleaner production, material recycling and sustainable consumption, and transforms economic activities from the traditional "open-loop" mode of "resource product recycling" to the "closed-loop" mode of "resource product resource regeneration" (circular economy is the abbreviation of material closed-loop flow economy), Thus, the traditional resource consumption economy will be transformed into a sustainable economic growth mode

2. Basic principle

the most important operating principle for implementing circular economy is the "3R" principle, that is, quantification reduction (R), reuse (R), recycling (R). Each principle is essential for the packaging industry to successfully implement circular economy

the importance of the three principles of "reduction, reuse and recycling" emphasized by circular economy is different, and the order of the three cannot be changed. Reduction is the most important of the three principles. The first is to reduce the quality of materials entering the production and consumption process. Reuse and recycling must be based on full source reduction in the economic process

II. Evaluation index system

1. The basis and scope of evaluation index system

the way to implement circular economy is the same as cleaner production, which mainly includes production process and products. These two aspects should meet the connotation requirements of circular economy, which can be indexed. 6. Therefore, packaging enterprises implement circular economy, and the whole process of the product life cycle can only be investigated in three stages: production process, use process and waste post-treatment

2. The evaluation index system of production process

extends the above requirements for indexation to the following indicators:

(1) minimize the harmful performance of energy and resources

① whether energy is clean energy. Non polluting to the environment belongs to clean energy, including light petroleum products, natural gas, renewable resources (hydropower, wind energy, solar energy, geothermal energy, ocean tidal energy, etc.) and clean coal purification technology; ② Reduction rate of energy to environmental pollution; ③ Whether the packaging raw material resources are renewable resources, and non renewable resources should be used as little as possible; ④ Toxicity reduction rate of packaging raw material resources; ⑤ Reduction rate of HCFCs used in packaging production

(2) minimize the input of energy and resources

① the consumption reduction rate of packaging resource materials; ② Consumption reduction rate of packaging auxiliary materials; ③ Reduction rate of energy consumption in packaging production; ④ Reduction rate of water consumption in packaging production

(3) minimize the discharge of waste, especially limit the discharge of toxic waste

① the reduction rate of waste gas discharged during packaging production; ② Reduction rate of waste liquid discharged during packaging production; ③ Reduction rate of waste discharged during packaging production; ④ Reduction rate of highly toxic chemicals discharged during packaging production, such as dioxins, heavy metal residues, nitrogen oxides, and volatile organic solvents; ⑤ Reduction rate of dust affecting human lung health discharged by packaging during production; ⑥ The reduction rate of the weight or volume of the package; ⑦ Reduction rate of secondary pollution discharged during recycling and reuse of packaging waste

(4) easy to handle

4. The benefit evaluation index of implementing circular economy

after evaluating the production process and products, it is also necessary to evaluate the benefits

(1) functional performance. Whether it meets the original technical requirements of the product, the benefit evaluation must be carried out on the premise of fully meeting the functional performance requirements of the product

(2) resource and environmental benefits. After the implementation of circular economy, the social benefits and resource and environmental benefits will be brought by the reduction of pollutants and the reduction of resource and energy consumption by measuring the sanitary indicators of soaking water and blank water

(3) economic benefits. After the implementation of circular economy, whether the production cost decreases and brings economic benefits

if there is only resource and environmental benefits, but the production cost has increased, it is called only marginal benefits. We should also improve the implementation of cleaner production and circular economy.
